Legislation in 2021 created the Transfer Council and charged it with developing recommendations to the Higher Education Coordinating Commission (HECC) on new transfer and credit policies and agreements, building on previous statewide work to streamline transfer pathways.
The Transfer Council was created with the passage of Senate Bill 233 in 2021. This legislation charged the Council with developing recommendations to the HECC related to transfer agreements (Major Transfer Maps), Common Course Numbering (CCN), and other transfer and credit-related concerns. Development of new Major Transfer Maps (MTMs): new major-specific agreements that prepare students for transfer into one of Oregon’s public universities in a particular major. Information on MTM work, including approved MTMs, can be found on OSU's Major Transfer Maps page.
Development of Common Course Numbering (CCN): alignment of commonly taken lower-division courses across the public institutions in order to help students receive transfer credit for these courses.
